Response to Dr Paterson’s Resolution - Managing sexual assault proceedings in the ACT

Cabinet agreed the Attorney-General present, in the ACT Legislative Assembly, the Ministerial Statement on Managing Sexual Assault Proceedings in the ACT as the Government Response to the Assembly Resolution of 30 November 2023.

The adoption of any additional specialist sexual assault measures in the ACT will improve victim-survivors’ experience with the criminal justice system and will have significant impacts across the governance and institutions wellbeing domains and by extension, the safety wellbeing domain.

Review of Residential Building Work Insurance Regulatory Settings

Cabinet agreed the Review of Residential Building Work Insurance Settings – Final Report and its recommendations, and the Minister for Sustainable Building and Construction table the Final Report in the ACT Legislative Assembly.

This proposal will have a positive impact on the wellbeing domain of housing and home by delivering improvements to residential building work insurance settings in the ACT’s building regulatory system.

Government Response - Standing Committee Reports - Inquiry into Annual and Financial Reports 2022-2023 (EGEE/PAC)

Cabinet agreed the proposed Government Responses to the Standing Committee on Economy and Gender and Economic Equality – Report 10 and the Standing Committee on Public Accounts – Report 21 – Inquiry into Annual and Financial Reports 2022-23.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Appropriation Bill (Office of the Legislative Assembly) 2024-25 and Appropriation Bill 2024-25

Cabinet agreed the Treasurer introduce the Appropriation (Office of the Legislative Assembly) Bill 2024-2025 and the Appropriation Bill 2024-2025 to the ACT Legislative Assembly.

Under the requirements of the ACT Government Cabinet Handbook, no Wellbeing Impact Assessment was required for this item.

Government Response to Assembly Resolution of 20 March 2024 - Vaping and nicotine dependence

Cabinet agreed the Minister for Population Health present the Ministerial Statement – Government Response to Assembly Resolution of 20 March 2024 – vaping and nicotine dependence in the ACT Legislative Assembly.

The work of the ACT Government outlined in the Ministerial Statement will primarily impact the wellbeing domain of Health by contributing to programs supporting quit attempts and harm reduction for smoking and vaping in the ACT, with a particular impact on young people who use e-cigarettes.

Five Year Review of the ACT Container Deposit Scheme

Cabinet agreed the Minister for City Services present the Five-year review of the ACT Container Deposit Scheme report to the ACT Legislative Assembly.

The impact of this proposal is that the report will be presented to the Legislative Assembly. This will indirectly have a positive impact on the environment and climate because it will support the Container Deposit Scheme (CDS) to continue to be effective and to reduce waste and litter.

Executive Motion – Nuclear Power

Minute Number: 24/425/CAB

Cabinet agreed the Minister for Climate Action and Minister for Water, Energy and Emissions Reduction move an Executive Motion on nuclear power in the ACT Legislative Assembly.

That the most cost effective and efficient way to cut emissions and provide reliable and affordable electricity in Australia is by delivering renewable energy with storage. Modular nuclear reactors were identified by the 2024 CSIRO Gen Costs report as the most expensive option for new electricity generation in Australia, while solar and wind were the least expensive.

Government Response to the Standing Committee on Planning, Transport and City Services inquiry into the Territory Plan and other associated documents and final Territory Plan

Cabinet agreed: the Government Response to the Standing Committee on Planning, Transport and City Services Report 16: Inquiry into the Territory Plan and other associated documents; and the final Territory Plan Territory Plan 2024 being tabled in the Legislative Assembly for approval as the Territory Plan.

The Government Response to the Standing Committee on Planning, Transport and City Services (the Committee) Report 16: Inquiry into the Territory Plan and other associated documents considers the recommendations proposed by the Committee to ensure that the policy goals of the new planning system are aligned with the intent of the new planning system. The Territory Plan is the main statutory mechanism for achieving an outcomes-focussed approach and delivering on strategic and spatial planning directions through development assessment. Territory Plan 2024 will positively impact the wellbeing of the Canberra community and environment through the delivery of development considerations that support and enhance the Territory’s liveability and prosperity and promotes the well-being of residents.

Government Response to Petition 007-24 and 013-24 – Calwell Shopping Centre Needs Urgent Attention

Cabinet agreed the Minister for City Services provide the response to Petitions 007-24 and 013-24 regarding Calwell Shopping Centre Needs Urgent Attention to the Clerk of the ACT Legislative Assembly for tabling.

Well maintained and managed shopping centres that are accessible, clean, safe and attractive provide ongoing and significant positive wellbeing impacts both economically and socially by creating opportunities for members of the public and traders to engage in social, economic trade and informal gathering.

Productivity Commission’s Review of the National Agreement on Closing the Gap: Government position on the recommendations prior to Joint Council

Cabinet agreed to ACT Government response to the Productivity Commission Review on the National Agreement for Closing the Gap supporting the Joint Council response to the review.

The successful implementation of the National Agreement on Closing the Gap, and the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 supports numerous wellbeing domains, including Living Standards. The ACT Government response to the Productivity Commission recommendations will support equitable outcomes for Aboriginal and Torres Strait Islander Canberrans. Delivering on these commitments will require concerted effort and working in formal partnerships with the Aboriginal and Torres Strait Islander community.
