The development and delivery of the Commonwealth Avenue Bridge Renewal Project involves significant cross-portfolio collaboration, given its wide-ranging impacts on transport, infrastructure, community wellbeing, and public communications. The ACT Government has advocated to the National Capital Authority for temporary bus-prioritisation measures along Commonwealth Avenue.
Bail reform and other related initiatives

Cabinet agreed to the Attorney-General making a Ministerial Statement in the Legislative Assembly in the 2-4 December 2025 sitting period in relation to Bail reforms and related matters and the Government Response to E-PET-041-25 on ACT Bail Reform.
Bail reform and bail support programs have wellbeing impacts across multiple wellbeing domains including but not limited to the Governance and Institutions, Safety and Health domains. Bail is a key concept in the operation of the criminal justice system and has a high impact on defendants, victims, witnesses and the broader community’s perceptions about the justice system.
Government Response - Inquiry into Payroll Tax Amendment Bill 2025

Government Submission - Standing Committee on Transport and City Services - Inquiry into the provision of municipal services in Canberra

Cabinet agreed to the Government Submission to the Standing Committee on Transport and City Services’ Inquiry into the provision of municipal services in Canberra.
The Government Submission has positive wellbeing impacts as the public will have a level of increased trust in the decision-making processes relating to the provision of municipal services, by having an open and transparent government. The Submission shows that the needs of all members of the community as users of public open space and assets will continue to be considered.
ACT Aboriginal and Torres Strait Islander Agreement 2019–2028 – Phase Three: Focus Area Action Plan 1 January 2026 to 31 December 2026

Cabinet agreed to the ACT Aboriginal and Torres Strait Islander Agreement 2019–2028 – Phase Three Focus Area Action Plans (January 2026 – December 2026) and to its public release following tabling in the Legislative Assembly during the 2-4 December 2025 sitting.
The ACT Government is committed to enhancing the well-being of Aboriginal and Torres Strait Islander people in the region. The ACT Aboriginal and Torres Strait Islander Agreement 2019– 2028 – Phase Three Focus Area Action Plans (January 2026 – December 2026) outlines a coordinated set of initiatives across seven key focus areas: Children and Young People, Health and Wellbeing, Justice, Housing, Economic Participation, Community Leadership, and Cultural Integrity. These actions reflect the ACT Government’s commitment to improving wellbeing outcomes for Aboriginal and Torres Strait Islander people through self-determination, formal partnerships, and community-led service delivery. The Plan demonstrates progress in embedding culturally safe practices, strengthening the Aboriginal Community Controlled sector, and transforming government systems to be more inclusive and responsive. It also identifies areas requiring further attention, such as data governance, workforce capability, and cross-sector collaboration. Through co-design, shared accountability, and targeted investment, the ACT Government continues to work in partnership with the ACT Aboriginal and Torres Strait Islander community to deliver meaningful change and uphold its commitments under both the National Agreement on Closing the Gap and the ACT Agreement.
Government Response to Petitions E-PET 035-25 and PET 054-25 - MyWay+ must meet basic functional requirements

Meeting the basic functional requirements of MyWay+ will improve community wellbeing by strengthening access and connectivity across the ACT. Reliable, inclusive digital ticketing and journey-planning services enable more people to travel confidently, participate in social and economic activities, and maintain independence, particularly those who rely on public transport the most.
Canberra Theatre Redevelopment Project – Design and Construct Offer

A redeveloped Canberra Theatre Centre will have a positive impact on the identity and belonging of Canberra as a centre of creativity, as well as positive impacts on social connection
and the economy.
Agreement to Introduce – Family, Personal and Sexual Violence Legislation Amendment Bill 2025

The Family, Personal and Sexual Violence Legislation Amendment Bill 2025 will have positive wellbeing impacts in the governance and institutions and safety domains, by promoting a more trauma-informed justice system and improving the effectiveness of intervention mechanisms for persons using violence.

Crimes Legislation Amendment Bill 2025 (No 2)

Cabinet agreed to introduce the Crimes Legislation Amendment Bill 2025 (No 2), and to develop a Bail Legislation Amendment Bill 2026, both of which will amend criminal law legislation to support the efficient and effective functioning of the ACT criminal justice system.
The Crimes Legislation Amendment Bill 2025 (No 2) and the proposed Bail Legislation Amendment Bill 2026 will have wellbeing impacts across the governance and institutions, and the safety and health domains. The reforms will have major impacts on trust in government as they will help to ensure that laws relating to the ACT criminal justice system remain fit for purpose.
