Proposed amendments to the Heavy Vehicle National Law (HVNL) and Regulations

Cabinet agreed for the Minister for City and Government Services to vote as the ACT Infrastructure and Transport Minister’ Meeting representative to support proposed reforms to the Heavy Vehicle National Law, progress necessary consequential local regulatory amendments and vote on matters subject to a return to ITMM in December 2025 without needing further Cabinet consideration.

The proposed amendments to the Heavy Vehicle National Law and Regulations are expected to improve wellbeing in the ACT by improving safety of heavy vehicle operations, simplify and streamline procedures, reduce the regulatory burden on the heavy vehicle industry and its drivers, and provide some increased flexibility for drivers and operators of fatigue regulated heavy vehicles. The latter will likely provide modest direct and indirect cost saving benefits to ACT businesses.

NSW-ACT memorandum of understanding (MoU) – joint registration of group training organisations (GTOs)

Cabinet endorsed a Memorandum of Understanding (MoU) between ACT and NSW governments on the joint registration of group training organisations (GTOs).

The MoU streamlines the registration of NSW-based GTOs in the ACT, expanding apprenticeship and traineeship opportunities. GTOs support small to medium enterprises to utilise the Australian Apprenticeships system to meet their workforce needs.
