Policy Approval (Combined Pass) - Changes to Working with Vulnerable People Act 2011 (Mutual Recognition of Negative Notices)

Cabinet agreed to introduction of the Working with Vulnerable People (Background Checking) Amendment Bill 2025 in the ACT Legislative Assembly.
The Working with Vulnerable People (Background Checking) Amendment Bill 2025 will have positive impacts on the ‘safety’ wellbeing domain, improving the safety of children in the ACT through a collaborative national effort to improve the safety of all children. The amendments will mean a person who has had a Working with Children Check (or equivalent) denied or revoked in another jurisdiction will automatically not have clearance to work with children in the ACT.
Government Response to the recommendations from the Our Booris, Our Way Review – Implementation Update November 2025

Cabinet agreed the Minister for Children, Youth and Families provide a Ministerial Statement on the progress on the Government Response to the recommendations of the Our Booris, Our Way final report and to tabling the Our Booris, Our Way Review – Implementation Update – January to June 2025 in the ACT Legislative Assembly.
Implementation of the Our Booris, Our Way recommendations focus on reducing the number of Aboriginal and Torres Strait Islander children and young people in the child protection system, improving the experience of children and young people whilst in care, and increasing pathways for restoration to parents, kin and culture. The Government remains committed to delivering the remaining recommendations of the Our Booris, Our Way review to ensure Aboriginal and Torres Strait Islander children and young people grow up connected to their family and culture.
Response to Assembly Resolution of 24 June 2025 - Richardson Shops Improvement

Cabinet agreed to the response to the Assembly Resolution of 24 June 2025 regarding Richardson shop improvements to be provided to the Clerk of the Assembly for tabling in the ACT Legislative Assembly.
The Assembly Resolution relates to the currently vacant site located at Block 4 Section 454 Richardson, within the CZ4 Local Centre Zone. The subject site is privately leased and the lessee has indicated that they are experiencing difficulties securing a tenant and are currently considering options for the site. It was concluded that there are no direct impacts from decisions relating to this paper. However, there are impacts identified for the users of the previous supermarket and the lessee. The impact is localised to residents surrounding the site and other users within the area. The ACT Government are currently engaging with the lessee to assist in meeting their obligations as required under the existing Crown lease and Planning Act 2023.
ACT Government Endorsement of Our Ways – Strong Ways – Our Voices: National Aboriginal and Torres Strait Islander Plan to End Family, Domestic, and Sexual Violence

Cabinet agreed to authorise the Minister for the Prevention of Domestic, Family and Sexual Violence to endorse the Our Ways – Strong Ways – Our Voices: National Aboriginal and Torres Strait Islander Plan to End Family, Domestic, and Sexual Violence.
Endorsement of Our Ways – Strong Ways – Our Voices: National Aboriginal and Torres Strait Islander Plan to End Family, Domestic and, Sexual Violence will have a positive impact on wellbeing in the safety domain by providing an Aboriginal and Torres Strait Islander-led framework nationally to address the disproportionate rates of domestic, family and sexual violence experienced by Aboriginal and Torres Strait Islander people and to improve the safety and wellbeing of Aboriginal and Torres Strait Islander women, children, families and communities.

the Toolkit was designed in close consultation with local stakeholders in Garema Place, carefully matching the desires of businesses and focussing on increasing the visibility and accessibility of the public space. By encouraging consistent and thoughtful outdoor dining designs, the toolkit aims to create open and well-lit spaces to allow visitors to feel safe and navigate the area effectively, regardless of ability. Such toolkits are in wide use across Australia, and their efficacy in creating vibrant and welcoming spaces is well-documented.

The ACT Government response to E-PET 039-25 defends the ACT’s maintenance and planting of trees on unleased land, highlighting the critical role of urban trees in enhancing climate resilience, biodiversity, public health, and community wellbeing. The response demonstrates the appropriateness of current maintenance and planting practices and argues that appropriate procedures for maintenance and species and planting location selection have been followed.
CBR 2030 – A Strategic Economic Development Framework for the ACT

2024-25 Minister’s Annual Report under the Climate Change and Greenhouse Gas Reduction Act 2010

There are no direct impacts associated with this proposal as mentioned in the Wellbeing Impact Assessment. The Minister’s Annual Report showcases the ACT’s achievements and progress on climate change and emissions reduction. As such, the key wellbeing domain indirectly affected is ‘Environment and Climate’. The continued implementation of the Climate actions across government and the development of the new Climate Change Strategy will result in reductions in greenhouse gas emissions and increasing resilience to climate change.
