Cabinet agreed to the tabling and public release of the ACT Climate Change Council Annual Report 2024–25 and the Minister’s Statement, under the Climate Change and Greenhouse Gas Reduction Act 2010.

There are no direct impacts associated with the proposal. The proposal provides an overview of advice provided to the Minister from a group of climate experts. The report indirectly affects the Environment and Climate domain through the documentation of advice provided by the ACT Climate Change Council on emissions reduction and increasing resilience to climate change.

ACT Government Submission – Standing Committee Inquiry into Home Buyer Concession Scheme Administration

The Government’s position on the Private Members’ Bill – Human Rights (Housing) Amendment Bill 2025 will have a positive wellbeing impact on the housing and home domain.

Government Response to Assembly resolution of 8 May - Digital Health Record Improvement

Cabinet agreed that the Minister for Health present the Ministerial Statement – Government Response to Assembly Resolution of 8 May 2025 – Digital Health Records Improvement.

The work of the Digital Canberra Directorate (DCBR) outlined in the Ministerial Statement will impact the wellbeing domain of Health by facilitating improvements to the Digital Health Record system.

Road Transport (Public Passenger Services) Amendment Bill 2025 – Agreement to Introduce

Cabinet agreed to introduce amendments to the Road Transport (Public Passenger Services) Act 2001, the Road Transport (Public Passenger Services) Regulation 2002 and other relevant legislation to implement move on powers at bus stops in response to aggressive or menacing behaviour or behaviour that unreasonably interferes with the safety of others.

The proposal has positive impacts on the Safety wellbeing domain. Providing authorised people and police with additional move on powers when faced with the threat of harassment or assault will contribute to a safer public transport environment for workers and passengers. The amendments will have an impact on Access and Connectivity by potentially limiting use of the public transport network for people who endanger others, while also improving the safety of others using the public transport network.

Government Response - Auditor-General's Report 2 of 2025 - 'Energy efficiency standard for rental properties'

The tabling of the Government Response to the ACT Auditor-General’s Performance Audit Report on the energy efficiency standard for rental properties will have a positive benefit primarily in relation to the Governance and Institutions wellbeing domain.

Government Submission to the Standing Committee on Transport and City Services’ Inquiry into the effectiveness of Fix My Street

The ACT Government has provided a submission to the Standing Committee on Transport and City Services’ inquiry into the effectiveness of Fix My Street. Fix My Street allows digital access for Canberrans to a range of ACT Government services and ensures citizens can interact with government in an efficient, safe and seamless way.

Government Response – E-PET-003-25 and Standing Committee on Environment, Planning, Transport and City Services – Inquiry - Woden Town Centre

UNSW Canberra City Campus progress update and Stage 1 holding lease

Cabinet agreed to revised governance arrangements for the UNSW Canberra City Campus project.

This submission is largely technical so does not have a major wellbeing impact. However, the establishment of a UNSW Canberra City Campus has the potential to deliver significant wellbeing benefits for all Canberrans. The UNSW Canberra City Campus proposal seeks to establish a high-quality campus that will grow and diversify the ACT economy through increased student numbers, research investment and the creation of additional jobs. The new Campus is expected to generate 3,500 jobs; attract 6,000 local, national and international students to the Territory; and bring up to $3 billion in economic benefit for the ACT economy.

Statutory Review of Affirmative Consent Laws

Cabinet agreed to the Statutory Review Report: Crimes (Consent) Amendment Act 2022 and for the Attorney-General to table the Review Report in the ACT Legislative Assembly.

The Statutory Review of the Crimes (Consent) Amendment Act 2022 will have positive wellbeing impacts in the safety domain by supporting the effectiveness and ongoing improvement of legal responses to consent, which will enhance responses for victim-survivors of sexual violence. The Statutory Review will also have a positive impact in the governance and institution domain, by providing a process for considering and improving the effectiveness of ACT laws and enhancing confidence in the criminal justice systems.
