Out of Home Care Snapshot Report

Cabinet agreed the Minister for Children, Youth and Families table the Out of Home Care Snapshot Report – a presentation of data covering 1 July 2017 to 30 June 2025 in the ACT Legislative Assembly.

The intention of the Next Steps for Our Kids 2022-2030 strategy is to improve outcomes for children and young people by providing more flexible, child focused services; and to reduce demand for out of home care places. The Out of Home Care Snapshot Report provides transparency of data earlier than is possible through national reporting mechanisms. By strengthening safety, health, education, identity, and social connection domains, the strategy promotes the right to protection from harm, access to essential services, cultural identity, and participation in community life. These outcomes align with the ACT Government’s commitment to uphold the dignity, wellbeing, and best interests of children and young people, particularly those who are vulnerable or at risk.

Amendments to the Statutory Review Report of the Crimes (Consent) Amendment Act 2022

Cabinet agreed for the Attorney-General to table the amended report of the Statutory Review of the Crimes (Consent) Amendment Act 2022 in the Legislative Assembly.

The amended Statutory Review of the Crimes (Consent) Amendment Act 2022 will have positive wellbeing impacts in the governance and institutions domain, by providing a process for considering and improving the effectiveness of ACT laws and enhancing confidence in the criminal justice system. The Statutory Review will also have a positive impact in the safety domain by supporting the effectiveness and ongoing improvement of legal responses to consent, which will enhance responses for victim-survivors of sexual violence.

Building and Planning Productivity Reforms - Tranche 1

Cabinet agreed to the Government’s response to the petition E-PET 040-25 “Keep the Rent Relief Fund”.

The Government response will have a primary positive impact on the governance and institutions domain, with a secondary positive impact on the wellbeing domain of housing and home.

2026-27 Budget: Budget Rules, Strategy and Timetable

Vote on proposed amendments to the National Competition Policy Federation Funding Agreement

The Expenditure Review Committee of Cabinet agreed the Treasurer would provide the ACT’s vote to support the Commonwealth and all other states and territories entering into a revised National Competition Policy Federation Funding Agreement (FFA) at the Council of Federal Financial Relations meeting on 28 November 2025.

The submission seeks agreement in favour of the ACT entering into an amended National Competition Policy Federation Funding Agreement (NCP FFA). The updated agreement includes a range of proposed new reforms for consideration by all Parties. Supporting the inclusion of reforms or entering the amended NCP FFA does not obligate any jurisdiction to process with reform implementation, which will be subject to an implementation assessment and a further Cabinet Decision.

Commonwealth funding improvement – Assembly Resolution of 3 September 2025 – Government Response

The Government response to an Assembly resolution regarding Commonwealth funding flows to the ACT, and ACT Government efforts to secure appropriate funding from the Commonwealth Government. It influences the Wellbeing Domains of Governance and Institutions, and Economy.

Government Response – e-Petition E-PET-057-25 and PET-070-25 - Relocate light rail traction power substation away from Yarralumla homes

Cabinet agreed for the Minister for Transport to table a Government Response to E-PET-057-25 and PET-070-25 in the December 2025 sitting week.

This proposal will positively impact the Access and Connectivity, Social Connection and Environment and Climate wellbeing domains by demonstrating the Territory has considered and is responding to concerns raised by the community about the proposed location of TPS8 in Yarralumla as part of Stage 2B. The Stage 2B project is expected to benefit a broad cross-section of the Canberra community, including future generations, by fostering inclusive urban development and climate resilience.

Response to Assembly Resolution of 13 May 2025 – Tuggeranong Transport Corridor Improvement

Government Response - Urban Tree Canopy Coverage (5th Update) - Resolution of 31 March 2021

Cabinet agreed the Minister for City and Government Services present the 2025 report to the Legislative Assembly on the Urban Tree Canopy Cover during the December 2025 sitting week.

The Urban Tree Canopy Coverage (report) provides key actions underway to meet the objectives of the Strategy and their level of contribution towards achieving the canopy cover target including the capture of updated LiDAR measurements to provide 2025 canopy coverage estimates across the urban footprint, an ongoing planting program including community engagement, the delivery of the ACT Urban Forest Condition Report and development of the Vegetation Condition Index (VCI) dataset, and the development of the Mature Tree Asset Renewal Plan.

Government Response Knife-Related Violence Assembly Resolution of 4 March 2025

the Attorney General present to the Legislative Assembly the prepared speech in response to the motion on knife-related violence passed by the Legislative Assembly on 4 March 2025.

The response engages the Wellbeing Domain of Safety. The response demonstrates that the ACT Government is engaging evidence to inform policy discussion about the issue of knife-crime.
