Bail Law Response to Assembly Resolution of 19 March 2025

Cabinet agreed a response to the 19 March 2025 Assembly Resolution on the improvement of bail law reform. Cabinet also agreed the Attorney-General release a discussion paper on options for legislative reform to bail decision-making criteria and the development of a pilot indicative sentencing scheme in the ACT Magistrates Court. The discussion paper on legislative reforms will be accompanied by an education program to increase public understanding in bail court processes and considerations.
The work to be undertaken and referenced in the response to the Assembly Resolution of 19 March 2025 will impact the wellbeing domains of Safety and Governance and Institutions by ensuring bail criteria align with community expectations, trialling indicative sentencing to increase efficiency in the court system and increasing public understanding about the court system and criminal justice framework. This work will likely have a greater impact on vulnerable community members owing to their overrepresentation in the criminal justice system.
Standing Committee on EPTCS - Supplementary Government Submission - MyWay+

Inquest into the death of Jessica Hilary Bovill – Government Response

Cabinet agreed for the Minister for Health to table Coroner Ken Archer’s report, a Government Response and Ministerial Statement in the Legislative Assembly following the inquest into the death of Jessica Hilary Bovill as required by the Coroners Act 1997.
The Government Response to these coronial findings aims to provide assurance that the health service is safer since the implementation of Canberra Health Services (CHS) policies and the Digital Health Record (DHR) in all public health facilities in the Territory. CHS does not foresee a disproportionate to any groups including gender groups or Aboriginal and Torres Strait Islander people as part of this submission.
Inquiry into the death of Sharyn Kaine – Government Response

Cabinet agreed for the Minister for Health to table Coroner Ken Archer’s report, a Government Response and Ministerial Statement in the Legislative Assembly following the inquest into the death of Sharyn Kaine as required by the Coroners Act 1997.
The Government Response to these coronial findings aims to provide assurance that the health service is safer since the implementation of the Digital Health Record (DHR) in all public health facilities in the Territory. CHS does not foresee any disproportionate impacts to any groups including gender groups or Aboriginal and Torres Strait Islander people as part of this submission. The publication of data will allow CHS to identify trends and implement system reform where required.
2025-2026 Action Plan for the ACT Health Workforce Strategy 2023-2032

Cabinet agreed that the Minister for Health release the 2025-2026 Action Plan to the ACT Health Workforce Strategy 2023-2032.
It is anticipated that there will be positive wellbeing impacts across the health, access and connectivity, education and life-long learning and identity and belonging wellbeing domains.
Access to Federation Funding Agreement funds to operationalise the National Firearms Register program
Minute Number: 25/117/CAB
Cabinet provided authority to expend funds provided by the Commonwealth under the Federation Funding Agreement Schedule for the National Firearms Register (NFR) to meet design and discovery and project costs.
The NFR is expected to positively impact the safety domain by improving both perceived and actual safety for community members and police. The release of funding for the ACT’s NFR program will also enhance wellbeing in the governance and institutions domain by promoting trust through the implementation of firearms safeguard measures and strong governance structures.
National Skills Agreement Policy Initiatives – Implementation Plans

Cabinet agreed to the Minister for Skills, Training and Industrial Relations signing multiple Policy Initiative Implementation Plans to meet the ACT’s obligations under the National Skills Agreement.
Policy Initiative Implementation Plans will have positive impacts on the Education and Lifelong learning and Economy wellbeing domain.
