Cabinet agreed to a Ministerial response to the Integrity Commission Special Report titled ‘Special Report – Operation Luna (Part Two)’.
In accordance with the ACT Cabinet Handbook, a Wellbeing Impact Assessment is not required for this item.
Closing the Gap – Inland Waters Target

Cabinet agreed to the Minister for Aboriginal and Torres Strait Islander Affairs supporting the proposed Target 15c (Inland Waters Target) being included in the National Agreement on Closing the Gap. Cabinet also noted the ACT’s baseline metric against a future Inland Waters Target/s will be 0 GL (based on current understanding).
In recognition of the intrinsic connection of First Nations people, water and Country, this cabinet decision supports improved First Nations’ participation in water resource management decision-making as a step towards formal partnership. This is expected to lead to improved wellbeing outcomes related to self-determination and cultural recognition.
T2030 ACT Tourism Strategy – Phase 2

Cabinet agreed to the release of the T2030 ACT Tourism Strategy – Phase 2.
Cabinet noted that the T2030 ACT Tourism Strategy – Phase 2 will further support positive impacts for the ACT’s visitor economy, along with improved access, connectivity, social connection and identify for the Canberra community.
Emissions quantification and valuation to support government decision making

Cabinet agreed to an expanded pilot that will apply a framework for measuring and valuing emissions within ACT Government decision making.
Climate change is leading to more frequent and intense extreme events, such as heatwaves, droughts, and fires. These will cause widespread adverse impacts on our environment and on the living standards, safety and health of our community. The economic costs of responding to these impacts will be significant, and the burden will fall disproportionately on those who are already economically or socially vulnerable. Incorporating and valuing emissions impacts in ACT Government decision-making is essential for enabling informed choices about the most effective strategies to reduce emissions.
Meeting the 100% Renewable Electricity Target Beyond 2030

Cabinet agreed that the City and Environment Directorate will continue to investigate an alternative method for achieving the 100% Renewable Electricity Target, including the development of a Retailer Obligation Scheme to commence from 1 January 2031.
The ACT Government has ambitious greenhouse gas reductions targets established under the Climate Change and Greenhouse Gas Reduction Act 2010 (the Act). The Territory was able to achieve the first of these emission reduction targets (40% below 1990 levels by 30 June 2020) through achieving the 100% Renewable Electricity Target (RET) that was established under the same Act. The 100% RET will continue to be pivotal to the Territory’s efforts to achieve subsequent interim emission reduction targets and the primary target of zero net emissions by 30 June 2045. Achieving these targets will have a positive impact on the wellbeing of ACT residents and businesses including positive health and environmental outcomes. Continuing to maintain the 100% RET will also keep the Territory at the forefront of the energy transition as the National Electricity Market transitions to low/no emissions electricity.
Victims of Crime Financial Assistance Scheme – Recognition Payment rates

Cabinet endorsed consideration of options for funding of financial support for victims of crime in the 2025-26 Budget Review.
The business case will have wellbeing impacts across the safety and governance and institutions domains. By seeking greater financial sustainability, the proposed business case aims to ensure continuation of services and supports to victims of crime in the ACT.
National Plan to End the Abuse and Mistreatment of Older People 2025-2035

Cabinet agreed to authorise the Attorney-General to endorse the National Plan to End the Abuse and Mistreatment of Older People 2025-2035 and Program Logic.
Endorsement of the National Plan will have a positive impact on wellbeing in the safety domain by providing national leadership and direction to governments, service providers and community organisations to support a comprehensive and coordinated approach to preventing and addressing the abuse and mistreatment of older people.
