Workplace Legislation Amendment Bill 2025 (No 2) – Policy Approval

Cabinet agreed to the development of amendments to legislation within the industrial relations portfolio, including to enhance health and safety outcomes in the ACT and provide improved supports through emergency payments to be made to dependents in the event of a workplace death.
The proposed reforms will positively impact and engage with the safety wellbeing domain by improving the safety of workers across various sectors of the ACT. Minor positive impacts will also engage the governance and institutions domain by strengthening and streamlining government processes and frameworks.
Government Response - E-PET-050-24 and PET-021-25 - Save Phillip Pool

Cabinet agreed to the response to petitions E-PET-050-24 and PET-021-25 regarding Phillip Pool be provided to the Clerk of the Assembly for tabling in the ACT Legislative Assembly.
The petitions relate to the level of facilities provided at Block 2 Section 22 Phillip and also future developments within the Woden Town Centre. It was concluded that there are no direct impacts from decisions relating to this paper. However, there are impacts identified by residents in the petition. The impact is localised to residents surrounding the facility and other users within the area. There are limited options for ACT Government to intervene as the utilisation of the site sits predominantly with the leaseholder. ACT Government has undertaken considerations in relation to the availability of both public and private aquatic facilities and determined that these are located within 10 kilometres of the Woden Town Centre and provide a mix of facilities and programs. In addition, planning across the ACT has been reviewed in the development of the new planning system, including within the town centres. There is currently an evaluation of the planning system being undertaken which is expected to be completed within 5 years from the commencement.
Renewed National Partnership Agreement on Family, Domestic and Sexual Violence Responses 2025-30

Cabinet noted the renewed National Partnership Agreement on Family, Domestic and Sexual Violence Responses 2025-30 which was endorsed by the Minister for the Prevention of Family and Domestic Violence on behalf of the ACT Government on 27 February 2025 and agreed to the financial impacts summary and implementation milestones and timeframes.
This decision positively impacts the wellbeing domains of safety, health, and governance and institutions by improving investment and responses to domestic, family and sexual violence in the ACT.
Funder of Last Resort for defunct sporting clubs and organisations in the National Redress Scheme

Cabinet agreed for the ACT Government, under the National Redress Scheme for Institutional Child Sexual Abuse Act 2018 (Cth), to reverse the previous policy position and consider community-based sporting clubs and sporting organisations for Funder of Last Resort where the National Redress Scheme has exhausted all options to engage a hierarchy institution to be a representative.
The ACT Government considered Funder of Last Resort for sporting organisations and community-based sporting clubs under the Redress Scheme for Institutional Child Sexual Abuse will have positive wellbeing impacts in the Governance and Institutions wellbeing domain. There will be secondary positive wellbeing impacts in the Health domain for victim-survivors of child sexual abuse.
Government Response to the Inquiry into Immediate trauma Support Services in the ACT

Cabinet agreed to put forward a Government Response to the Inquiry into Immediate Trauma Support Services in the ACT.
The Government Response will have impacts on the health wellbeing domain recognising that the proposed Response seeks to promote the health and wellbeing of those impacted by sudden death and trauma.
