Cabinet agreed to land transfer mechanisms in the East Lake area.

The Wellbeing Impact Assessment identified that the proposal will have a positive impact in the Housing and Home domain by supporting housing growth and unlocking land releases in the Kingston and East Lake areas.

Housing Supply and Land Release Program

Cabinet agreed to publish the Housing Supply and Land Release Program including the 2025-26 to 2029-30 Indicative Land Release Program (ILRP) and the 2025-26 housing targets.

The 2025-26 to 2029-30 ILRP has a positive benefit for the Housing and Home Wellbeing Indicator. It provides housing options for the people of Canberra, economic development opportunities for businesses and addition of more local community facilities for our suburbs.

Statute Law Amendment Bill 2025

Cabinet agreed the Attorney-General introduce the Statute Law Amendment Bill 2025 in the Legislative Assembly. The Bill has been prepared in accordance with the technical amendments program for non-controversial, minor or technical amendments of ACT legislation.

The Statute Law Amendment Bill 2025 will have minor positive wellbeing impacts in the governance and institutions domain by making ACT legislation simpler and more coherent, and in the identity and belonging domain through proposed amendments to update multiple Acts and regulations with gender-neutral language.

Acton Waterfront Neighbourhood

Cabinet agreed to City Renewal progressing investigation and preparation of a delivery approach for the Acton Waterfront Neighbourhood.

The Acton Waterfront Neighbourhood will deliver a high-quality, mixed-use precinct, aligning with the vision for the West Basin and community aspirations for social, environmental, and cultural outcomes including new housing close to the city centre.

Strategic Review of the Office of Water

Cabinet agreed that there is a distinct role for the ACT Government in managing water security, which is aligned but separate from Icon Water's role.

There will be a positive impact on the wellbeing of all residents of Canberra (including households, businesses and government) and the surrounding region.

RSPCA ACT – Relocation Package and Ownership Structure

Cabinet agreed to support the RSPCA being granted provisioned funding to deliver the new RSPCA home at Pialligo.

The proposal is anticipated to have positive wellbeing impacts under the housing and home, social connection, safety, environment and climate, and access and connectivity wellbeing domains. These will include outcomes of increased housing opportunities for Canberrans, improved and increased capacity to manage animal welfare in the ACT and improved staff and volunteer work environments.

Insourcing of Public Housing Repairs and Maintenance

Cabinet agreed to insource disability modifications and domestic violence upgrades for the social housing portfolio.

Providing repairs and maintenance services for public housing will ensure those most in need have access to housing that is secure and appropriate to their needs.

Cabinet agreed for the Minister for City and Government Services table the ACT Road Safety Report Card 2024 in the ACT Legislative Assembly.

The ACT Road Safety Report Card 2024 primarily has an impact on the Governance and Institutions domain by reporting on the safety and wellbeing of road users which affects the whole ACT community.

Government Submission – Australian Energy Regulator (AER) GN26 – Evoenergy Access Arrangements Proposal

Cabinet agreed to the Minister for Climate Change, Environment, Energy & Water developing and submitting a submission to the Australian Energy Regulator’s invitation to comment on Evoenergy’s Access Arrangements Proposal.

Submitting a public submission to the Australian Energy Regulator’s invitation to comment on Evoenergy’s Access Arrangements proposal will support positive impacts for the environment and climate change measures, and for Canberra’s economy.

Intergovernmental Agreement (IGA) for the Australian Building Codes Board (ABCB)

Cabinet agreed to the Minister for Planning and Sustainable Development signing the 2025-2030 Intergovernmental Agreement for the Australian Building Codes Board on behalf of the ACT Government.

The 2025-2030 Intergovernmental Agreement for the Australian Building Codes Board will have positive impacts across a range of wellbeing domains including Housing and home, Economy, Safety and Living Standards.

National Health Reform Agreement (NHRA) – Extension 2025-26

Cabinet noted the agreement of a one-year extension to the National Health Reform Agreement 2020-25 Addendum and agreed to the additional funding from the Commonwealth being on-passed to the ACT Local Hospital Network

The additional health funding will contribute to achieving a sustainable ACT hospital system.
