One public education system - Government response to the ACT Public School System Resourcing Review

Cabinet agreed to release the final report of the ACT Public School System Resourcing Review and the ACT Government’s response, and the policy of ‘one public education system’ in the ACT as the next phase of the Future of Education for ACT public schools.

The ACT Government is responding to the recommendations of an independent review of public school system resourcing by changing how the system operates to be more consistent and coordinated, equitable in responding to student need, and financially sustainable. These changes will positively impact the Education and Lifelong Learning wellbeing domain by ensuring more children and young people can reliably access the life course benefits that high-quality education offers. The changes will also positively impact the Economy wellbeing domain by strengthening the financial sustainability of the public school system so it can continue to offer education to Canberrans in the long term.

Government Response to the Standing Committee on Environment and Planning – Report 6 – Inquiry into DPA-04: Missing Middle Housing Reform

Cabinet agreed to the Government Response to the Standing Committee on Environment and Planning – Report 6 – Inquiry into Draft Plan Amendment 04 Missing Middle Reform (DPA-04) and noted proposed changes to DPA-04 and associated documents.

The Government Response to the Inquiry into DPA-04 will have a positive impact on the housing and home, identity and belonging and environment and climate domains through changes to the Territory Plan to support urban in-fill residential development.

Government response to Petition PET-021-26 and E-PET-080-25 - Deliver an Ice Sports Venue in Tuggeranong

Terms of Reference – Board of Inquiry into Aboriginal and Torres Strait Islander deaths in custody at the Alexander Maconochie Centre

Cabinet agreed in-principle to the proposed Terms of Reference for the Board of Inquiry (BOI) into Aboriginal and Torres Strait Islander deaths in custody at the Alexander Maconochie Centre, to guide planning for the BOI.

The Board of Inquiry is expected to have a positive impact on the safety of Aboriginal and Torres Strait Islander people, however given the nature of the issues to be examined, the potential harm to Aboriginal and Torres Strait Islander people is acknowledged.

Housing Supply and Land Release Program

Cabinet agreed to publish the Housing Supply and Land Release Program (HSLRP) including the 2026-27 to 2030-31 Indicative Land Release Program (ILRP) and the 2026-27 Housing Targets.

The 2026-27 to 2030-31 HSLRP has a positive benefit for the Housing and Home Wellbeing Indicator. It provides housing options for the people of Canberra, economic development opportunities for businesses and addition of more local community facilities for our suburbs.

Ginninderry Conservation Trust – Options Paper

Government Response to the Assembly Resolution on Multiculturalism, Anti-racism and Anti-discrimination frameworks

Cabinet agreed to the Response to the Assembly Resolution on multiculturalism, anti-racism and anti-discrimination frameworks provided in September 2025.

The ACT Government condemns all forms of racism and discrimination and is committed to Canberra being a multicultural and inclusive city where everyone feels safe, welcome and has a sense of belonging.

The Government Response to the Assembly Resolution of 17 September 2025 reaffirms the ACT Government’s commitment to a multicultural and inclusive Canberra, details actions underway to prevent and counter violent extremism in the ACT. The statement advances the Wellbeing domains of the Safety, Social connection, and Identity and belonging.

NDIS and Foundational Supports - Assembly Resolution of 24 September 2025 – Government Response

Cabinet agreed to the Minister for Disability, Carers and Community Services making a Ministerial Statement to provide an update on the implementation of foundational supports, Thriving Kids in the ACT.

Thriving Kids is expected to have positive wellbeing impacts in the health domain through ensuring children get the best start in life. Thriving Kids is also expected to have positive wellbeing impacts in the education and life-long learning and access and connectivity domains by ensuring access to improved early intervention supports and better outcomes for children. The Ministerial Statement provides assurance on the progress of Thriving Kids planning and rollout.

Government Response - Petition E-PET-003-26 and PET-018-26 - Diving and Deep Water Facilities in New Aquatic Centre

Justice and Community Safety Directorate Triennial Review of Fees and Charges 2025-26

Evaluation of drug law reforms – final report

Belconnen Basketball Stadium Transfer

Cabinet agreed to discussions with BACT to finalise the formal transfer of ownership of BBS to the Territory.

The expansion of the Belconnen Basketball Stadium will have a positive impact across health and social connectivity wellbeing domains through provision of access to high quality basketball facilities, reducing the need for residents to travel to multiple facilities to play basketball and increasing opportunities for social connection through organised sporting activities including training and competition.

Government Response – Active Travel Network in Belconnen – Feasibility Study and Funding – Assembly Resolution of 3 December 2025 – First Update

Endorsement of the 500 workers Family, Domestic and Sexual Violence Responses 2021-30 Federation Funding Agreement extension

Cabinet agreed the Minister for the Prevention of Domestic, Family and Sexual Violence endorse a revised Family, Domestic and Sexual Violence Responses Federation Funding Agreement 2021-2030 incorporating the 500 Workers initiative extension.

The decision positively impacts the wellbeing domains of safety by improving investment and responses to domestic, family and sexual violence in the ACT.

ACT Virtual Care Strategy

Cabinet agreed the ACT Virtual Care Strategy as a Territory-wide approach to design and implement virtual models of care, which will complement the health system to deliver sustainable and patient centred services to the community.

The Strategy aims to enhance access and connectivity by enabling patients to receive care closer to home and reducing barriers to health services. The Strategy seeks to improve health system efficiency by reducing unnecessary hospital visits, optimising resource use, and strengthening community-based care. Importantly, virtual care is designed to complement existing healthcare services, not replace them, ensuring an integrated and patient-centred approach that supports continuity of care. The Strategy primarily supports the wellbeing domain of ‘Health’.
