ACT Early Childhood Education and Care Demand and Supply Analysis

Cabinet agreed to the Minister for Education and Early Childhood tabling the report titled ACT Early Childhood Education and Care Demand and Supply Analysis in the ACT Legislative Assembly.

The main wellbeing impact of this submission is education and life-long learning. There is increasingly strong evidence that demonstrates the positive impact of early years learning on outcomes later in life. While early childhood experiences do not entirely dictate future trajectories, they do create the foundations for all future learning, health, and wellbeing. Supporting the provision of high-quality not-for-profit early education in the ACT supports access to important early childhood education for children, and workforce participation by parents and carers.

Government Response to the Assembly Resolution of 25 February 2026 - Restore Rapid Bus Service to Kippax

Cabinet agreed to the Government’s approach to respond to the Assembly resolution of 25 February 2026 on the restoration of rapid bus services for West and North Belconnen. This includes reinstating a rapid service to Kippax and progressing work to restore the R2 and R3 Rapid routes by the commencement of Term 3 2026, where operationally feasible and within existing resources. Cabinet also agreed to provide the Assembly with an implementation plan outlining how these changes will be delivered, and to bring forward a long term Bus Fleet Acquisition and Retirement Plan later in 2026.

The Wellbeing Impact Assessment found that restoring rapid services will improve travel time reliability, reduce transfers, and enhance access to employment, education, health care and essential services for communities in West and North Belconnen. The assessment identifies positive impacts for seniors, students, people with disabilities, and transport dependent households. Improvements are expected in the wellbeing domains of Access and Connectivity, Time, Safety and Social Connection. The restoration supports long term mode shift and sustainable transport outcomes. Future network improvements will also be supported by the delivery of 30 new buses funded as part of the Government’s fleet growth program.

Government Response to ACT Ambulance Service Roster – Improvement – Assembly Resolution of 2 December 2025

Cabinet agreed to the Minister for Police, Fire and Emergency Services presenting the Government Response to the Assembly Resolution about ACT Ambulance Service Roster – Improvement, and the tabling of the ACT Ambulance Service Workforce Strategy 2026-29 in the ACT Legislative Assembly.

This proposal seeks to provide an update on the ACT Government’s response to the ACT Ambulance Service (ACTAS) Roster Review recommendations and to outline progress of the workforce management and implementation plan, in line with the Assembly Resolution on 2 December 2025 following a Motion on ACTAS staffing. All areas of the ACT community will be impacted by this proposal equally and without bias.

The over-representation of Aboriginal and Torres Strait Islander people in the ACT criminal justice system – six-month update and proposed governance arrangements

Cabinet has agreed to an interim governance structure, enabling the ACT Aboriginal and Torres Strait Islander Elected Body and Aboriginal Community Controlled Organisations to work in partnership with Directorates to advise Government on how best to sequence and prioritise implementation of the recommendations in the Final Report of the Independent Review into the Over-representation of First Nations people in the ACT criminal justice system and to guide future development of reporting mechanisms connected with First Nations justice issues and approved funding in 2026-27 to support this work.

Oversight of the implementation of the recommendations in the Final Report of the Independent Review into the Over-representation of First Nations people in the ACT criminal justice system by the ACT Aboriginal and Torres Strait Islander Elected Body will support increased levels of self-determination for the ACT Aboriginal and Torres Strait Islander community and provide Government accountability.

Implementation of National Construction Code (NCC) 2025

Cabinet agreed to commencement and transition arrangements for the National Construction Code 2025, and to a variation being included in the ACT Appendix to Volumes 1 and 2 of the Building Code of Australia.

The 2025 updates to the National Construction Code have positive impacts across several wellbeing domains by improving the safety and health, amenity and accessibility, and sustainability in the design, construction, performance and liveability of new buildings.
