Emergencies Amendment Bill 2026 – Combined Pass

Cabinet agreed to introduce the Emergencies Amendment Bill 2026, repealing provisions in the Emergencies Act 2004 that establish and govern the Multi Hazards Advisory Council. The Bill removes all statutory requirements relating to MHAC, including its functions, membership, reporting obligations and consultation requirements.
The proposal will have an overall positive impact on the wellbeing of ACT communities, primarily in the safety, governance and institutions and social connection domains through a more adaptable, forward-looking and community-centred approach to advisory councils.
Co-ordination Agreement with Housing Australia for social and affordable housing projects

Cabinet agreed to the Co-ordination Agreement between Housing Australia and the Territory, providing protocols and principles for the provision of financial assistance for relevant social and affordable housing projects.
The Co-ordination Agreement will support protocols and principles to administer financial assistance for relevant social and affordable housing projects.
Fuel Coordination update and Level 3 Action Required

Cabinet noted the current fuel supply situation and the actions being taken by the ACT to prepare for possible escalation and agreed to continue ACT planning and coordination in response to the evolving global fuel situation, including both immediate response measures and longer-term fuel resilience planning.
Fuel coordination and planning improves the ACT’s preparedness for fuel supply disruption, supporting essential services, priority fuel access, and reduced economic and community impacts.
Select Committee on the Fiscal Sustainability in the ACT – Interim Report – Additional Submission

Cabinet agreed to submit an additional Submission to the Select Committee on the Fiscal Sustainability of the ACT in response to the Select Committee’s Interim Report on March 2026.
The Government is responding to a request for an additional Submission as per the Select Committee’s request in its Interim Report released in March 2026. This directly relates to the governance and institutions welling domain.
ACT Implementation Plan for Thriving Kids

Cabinet agreed to the ACT Thriving Kids Implementation Plan to be provided to the Commonwealth Government under the ACT Thriving Kids Bilateral Agreement.
Thriving Kids is expected to have positive wellbeing impacts in the health domain through ensuring children get the best start in life. Thriving Kids is also expected to have positive wellbeing impacts in the education and life-long learning and access and connectivity domains by ensuring access to improved early intervention supports and better outcomes for children. The ACT Thriving Kids Implementation Plan demonstrates ACT Government’s commitment to Thriving Kids planning and rollout, and as such, realising the associated wellbeing benefits this will entail.
ACT Domestic, Family and Sexual Violence Strategy

Cabinet agreed to endorse the ACT Domestic, Family and Sexual Violence Strategy 2026-2036 and First Action Plan 2026-2028.
Endorsement of the ACT Domestic, Family and Sexual Violence Strategy 2026-2036 and First Action Plan 2026-2028 will have a direct, positive impact on the Safety wellbeing domain. In addition, the Strategy also promotes various complementary wellbeing domains, including Health, Governance and institutions and Housing and home. It will do so by strengthening whole of system efforts to improve the safety and wellbeing of victim survivors of all ages, cultures, identities and abilities, including children and young people, as well as their families and communities.
Tax Expenditure Statement 2024-25

2026-27 Budget - Ratification of ERC Recommendations

Cabinet agreed to 2026-27 Budget recommendations and updated to the 2026-27 Capital Works program and Agencies’ Asset Renewal Program updates put forward by the Expenditure Review Committee for inclusion in the 2026-27 Budget.
In accordance with the ACT Cabinet Handbook, a Wellbeing Impact Assessment is not required for this item.
Update on ACT Policing Purchase Agreement Negotiations and External Consultant

Cabinet agreed that to allow time to undertake a review of the existing Agreement, including an audit of ACT Policing’s enabling services costs which will inform negotiations, the current 2022-26 ACT Policing Purchase Agreement be extended for 12 months, from 30 June 2026 to 30 June 2027.
Extending the current 2022-26 ACT Policing Purchase Agreement for 12 months, from 30 June 2026 to 30 June 2027, allows adequate time to carefully consider community impacts and to craft a robust purchase agreement for policing services in the ACT.
Crimes (Coercive Control) Amendment Bill 2026 – Agreement to Introduce

Cabinet agreed for the Minister for the Prevention of Domestic, Family and Sexual Violence to introduce the Crimes (Coercive Control) Amendment Bill 2026 to the Legislative Assembly
The Crimes (Coercive Control) Amendment Bill 2026 will have positive wellbeing impacts in the governance and institutions and safety domains, by ensuring the ACT criminal law better recognises and responds to coercive control as a pattern of behaviour, reflecting the reality of the experience of victim-survivors and the behaviour exhibited by perpetrators. This will promote a more trauma-informed and responsive justice system.

Workforce Management in the ACT Public Sector

Cabinet agreed to implement workforce management strategies for the ACT Public Sector.
Implementing workforce management strategies is expected to positively impact the governance and institutions domain by ensuring a rigorous methodology is applied to the administration of the ACT Public Sector and use of public resources.
ACT Firearms Buyback Scheme – Policy Approval and Funding

Cabinet agreed, subject to the availability of Commonwealth funding, to undertake an ACT Firearms Buyback Scheme, to be delivered by ACT Policing in Partnership with the ACT Government.
Delivery of an ACT Firearms Buyback Scheme will have positive wellbeing impacts in the domains of Safety and Governance and Institutions by supporting and promoting compliance with enhanced regulation of firearms in the ACT.
