ACT Government submission to the Australian Government consultation process for the next National Cultural Policy

Cabinet agreed the ACT Government submission to the Australian Government consultation process for the next National Cultural Policy.

The ACT Government’s support of the arts, culture and creative sector is outlined in the Canberra: Australia’s Arts Capital - Arts, Culture and Creative Policy 2022-2026. There are wellbeing impacts for identity and belonging, and social connection, as people connect and identify with diverse stories of who we are as individuals, as a society or nation. There are also wellbeing impacts for the economy as artists and art workers are employed and find career pathways in the sector.

E-PET-026-26, E-PET- 029-26-and PET- 050 – 26 Inner South Health Facility

Cabinet agreed for the Government Response to E-PET-026-26, E-PET- 029-26 and PET-050-26.

This proposal will positively impact the health domain by bringing more services closer to where people live and help support our growing city’s health system. The Inner South Health Centre will provide the community with access to a range of health care services, including oral health, pathology collection, post-acute care management, rapid access clinics and chronic disease management services.

Government Response to Select Committee on Caretaker Conventions – Inquiry into Caretaker Conventions

Cabinet agreed the Government response to the Legislative Assembly Select Committee – Inquiry into Caretaker Conventions.

The ACT Government response to the Select Committee on Caretaker Conventions supports the wellbeing of the ACT community and public service through supporting transparent and apolitical processes in relation to government actions in caretaker periods and enabling public confidence in the accountability of decision-making processes of the ACT Government during caretaker periods.

Our Booris, Our Way Review – Six monthly update (July to December 2025)

Cabinet agreed the Minister for Children, Youth and Families provide a Ministerial Statement on the progress on the Government Response to the recommendations of the Our Booris, Our Way (OBOW) final report and table the Our Booris, Our Way Review – Implementation Update – July to December 2025 in the ACT Legislative Assembly.

Implementation of the OBOW recommendations focus on reducing the number of Aboriginal and Torres Strait Islander children and young people in the child protection system, improving the experience of children and young people whilst in care, and increasing pathways for restoration to parents, kin and culture. The Government remains committed to delivering the remaining recommendations of the OBOW review to ensure Aboriginal and Torres Strait Islander children and young people grow up connected to their family and culture.

Report for the Independent inquiry into ACT health system data, demand and processes

Cabinet noted the Final Report for the Independent inquiry into ACT health system data, demand and processes and agreed to the Minister for Health tabling the Final Report in the ACT Legislative Assembly and making it publicly available on the ACT Government Transparency Portal.

Undertaking the Inquiry has strengthened governance by enabling stakeholders, workforce, and community members to contribute, demonstrating the Government’s openness, integrity, and fairness, while fostering collaboration for improved health outcomes and system functionality. Its independent and transparent completion is expected to enhance trust in both the ACT Government and the health system, and the Government’s clear commitment to ongoing improvement of the ACT’s public health system.

Mawson and Surrounds – Major Plan Amendment

Cabinet agreed to the SLA progressing a Major Plan Amendment for Mawson and surrounds in consultation with other ACT Government agencies.

The Major Plan Amendment will have a positive impact by increasing housing supply in an established centre, improving housing diversity and affordability, and enhancing local amenity, connectivity and economic activity.

Government Response – Standing Committee on Legal Affairs Report No 4 - Inquiry into the Liquor Amendment Bill 2025

Cabinet agreed to provide a Government Response to the Standing Committee on Legal Affairs Inquiry into the Liquor Amendment Bill 2025.

The ACT Government Response will positively impact the governance and institutions domain by promoting trust through open access and transparency of government information.

ACT Respite Care Arrangements

Cabinet agreed to the Minister for Health progressing negotiations with the Commonwealth to agree an approach for ongoing funding for respite services and associated capital infrastructure. The progress report to the Assembly on 11 June 2026 in response to the motion on respite matters.

Continuation of respite care in the ACT is essential with the growing older population and increasing complexity in healthcare needs. Respite care provides temporary relief for primary carers by having someone else take over care duties. It is designed to allow carers to rest, manage stress, or handle daily activities, while the person receiving care gets support in a home, community, or residential setting.

Appropriation (Office of the Legislative Assembly) Bill 2026-2027 and Appropriation Bill 2026-2027

Minute Number: 26/027/CAB

Cabinet agreed to the Treasurer presenting the Appropriation (Office of the Legislative Assembly) Bill 2026‑2027 and Appropriation Bill 2026-2027 in the Legislative Assembly.

In accordance with the ACT Cabinet Handbook, a Wellbeing Impact Assessment is not required for this item.

Government Response – Public Transport Concessions Improvement - Assembly Resolution of 23 October 2025

Cabinet agreed to the Tabling Statement in response to the Assembly Resolution of 23 October 2025 regarding public transport concessions improvement.

While the benefits of expanded concession fares are significant, particularly for equity and access, the policy must be carefully implemented and funded to ensure service quality is maintained, operational capacity is sufficient, and financial impacts are managed sustainably.

Urban Forest and Planning Legislation Amendment Bill 2026 – Agreement to Introduce

Cabinet agreed that the Urban Forest and Planning Legislation Amendment Bill 2026 be introduced in the Legislative Assembly.

This proposal establishes a framework to refine the operation of the Urban Forest and Planning legislation in response to community and industry experience, delivering on the Government’s election commitment to review these matters. This result in positive outcomes for the primary wellbeing domain of Governance while ensuring the objects of the legislation continue to be upheld.
