Overview
Infrastructure Canberra (iCBR) (Formerly Major Projects Canberra) plays a lead role in the delivery of the ACT Governments infrastructure program. $14 billion is allocated to:
- major projects with significant complexity
- education emergency services and justice facilities
- health infrastructure upgrades including community health centres
- community assets including sport and art facilities
- civil and living infrastructure projects.
iCBR supports small-to-medium enterprise (SMEs), Canberra region businesses and Aboriginal and Torres Strait Islander owned businesses. We encourage interested businesses to participate and benefit from delivering the ACT Governments infrastructure program.
More information about supplying to the ACT Government is available on the Procurement ACT website.
Prequalification
The ACT Government operates Prequalification schemes for Contractors and Consultants in the construction industry. The ACT Government also administers two National Prequalification Schemes on behalf of Australasian Procurement and Construction Council Inc (APCC) and Austroads Limited.
Prequalification enables business to supply services to the ACT Government. The Prequalification scheme divides the suppliers into eight categories including a registration scheme for small architects and small landscape architect firms.
The Prequalification Scheme aims to:
- implement good risk management practices to minimise risk
- Specifically for to both the Territory and subcontractors/sub consultants associated with a poor performing company and/or following financial failure.
- promote environmentally sustainable practices in the construction industry
- encourage efficiencies in tendering processes to make it easier for firms to do business with the ACT Government.

Procurement opportunities and policies
iCBR maintains a Projects Pipeline dashboard of planned procurement activities. This pipeline is used to deliver the ACT Government’s budget funded capital works program. The Project Pipeline is limited to construction related procurement opportunities.
Other public tenders are listed on Tenders ACT and the notifiable Contracts Register.
iCBR procurement practices are strengthened by the Secure Local Jobs Code and the Government Procurement (Charter of Procurement Values) Direction 2020. Procurement ACT maintains several policies and strategies that inform procurement processes. iCBR applies these when undertaking a procurement.
Construction related documents and supporting information
iCBR manages a range of construction related contract materials. This includes documents, templates and guidance for suppliers. These materials are provided to suppliers for their review before to tendering to do works for the ACT Government.

PMARS (Project Management and Reporting System)
The ACT Government uses an online system called PMARS. It is used for managing, reporting and delivering capital works projects. PMARS includes a user interface for suppliers and ACT Government Officers of capital works and services.
Work health and safety
iCBR prioritises WHS across its projects and the directorate. Health and safety is an active contributor to our success in procuring and delivering infrastructure projects. This helps ensure Canberra remains one of the worlds' most liveable cities whilst ensuring the safety of our people.
