The Private Buildings Cladding Scheme has established a Register of Suppliers (the register). It lists suppliers who have qualifications, experience, licences and insurances relevant to cladding work in the ACT.
Eligible owners corporations participating in the Private Buildings Concessional Loan Scheme have access to a concessional loan. The loan is used to pay for combustible cladding remediation works. Participants in the scheme must use suppliers listed in the register. Concessional loan funds cannot be used to pay for suppliers not included on the register.

Overview
The register is an open and public list published online. It details suppliers eligible to complete cladding works under the Private Buildings Concessional Loan Scheme. Owners corporations and strata manages use the list to find suppliers who can:
- test and assess whether a building has combustible cladding
- determine the level of fire safety risk to residents and visitors
- understand the scope of cladding remediation works required to reduce fire risk
- calculate the full costs and time required to complete the works
- recommend interim fire safety measures
- complete cladding remediation works.
Owners corporations participating in the Private Buildings Concessional Loan Scheme must use suppliers that are included in the Register of Suppliers.
The services required from suppliers will vary for different projects but are likely to include site inspection, assessment of fire safety risk, engineering and architectural design advice and documentation services, building certification advice and cost estimation.
Important disclaimers
- Inclusion on the register does not mean that your business has received endorsement by the ACT Government.
- The ACT Government does not guarantee that supplier will receive cladding work by being placed on the register.
- This is not a procurement panel for Government work and will not lead to a request for work from the Government.
- If you are appointed by an owners corporation who has accessed the Register to do cladding work. You will have a direct relationship with the owners corporation. Any work contract will be between you and the owners corporation.
Eligibility
The following professions are eligible for inclusion on the register:
- Architects
- Builders (Must be prequalified)
- Building certifiers / Building surveyors
- Fire engineers
- Project managers
- Quality surveyors
- Structural and/or façade engineers.
To be eligible for inclusion on the register you must:
- supply evidence that you meet requirements detailed in the table of requirements
- provide information about your:
- company
- prequalification status (if applicable)
- financial status
- qualifications
- experience with cladding works
- insurances
- organisational structure
- quality management system.
- consent to share information
- meet obligations to maintain eligibility.

1. Undertaking building services
A builder must comply with all relevant legislative requirements, including but not limited to, those outlined in the Building Act 2004, including Section 42 requirements for carrying out building work, and the Building (General) Regulation 2008. A builder must also act within the scope of their licence and in accordance with any conditions on the licence.
This section outlines practices that help to make sure that building services are carried out in accordance with relevant laws. Where a builder is aware that carrying out work in accordance with approved plans may not be possible, or may result in breaching another law, it is important that they make the certifier aware of this so the certifier can take appropriate action.

2. Acceptable Fire Safety Accreditation
Acceptable Registration or accreditation for the practice of fire safety engineering, a person must be:
- Listed on the National Engineers Register (NER) – maintained by Engineers Australia – Fire Safety Engineering;
- Listed on the National Fire Engineers Register (NFER) – maintained by the Institution of Fire Engineers Australia – Fire Engineering.
- Hold appropriate registration/accreditation for the area of practice of Fire Safety Engineering / Fire Engineering in another Australian State or Territory equivalent to:
- Victoria: Building Professional Engineer – Fire Safety by the Victorian Building Commission;
- Queensland: Registered Professional Engineer in Queensland in the areas of practice of Fire Safety Engineering; or
- NSW: C10 Accredited Certifier Fire Safety Engineering Compliance
Only prequalified builders holding a Class A or Class B Builders Licence are eligible to join the Register of suppliers.
Prequalification is an assessment process the ACT Government has assessed a builders:
- qualifications
- technical expertise
- licences
- insurances
- financial viability.
Builders are financially assessed and categorised based on their ACT Builders Licence and financial level.
The financial level indicates the total financial value of works that a builder should undertake in any given year.
This total includes all works undertaken for:
- government
- private owners
- commercial owners.

Your obligations
To remain eligible for inclusion on the register, you must:
- maintain the required licences, insurances, memberships and QMS systems
- remain up to date on latest advancements, new technologies/products, and research with regards to combustible cladding
- complete any certifications necessary to retain their professional qualifications
- respond to inquiries in a reasonable timeframe (within five business days) and to provide reasonable market pricing for their services
- inform Infrastructure Canberra (iCBR) if you are unable to take new inquiries or accept new work.
Building Certifiers/Building Surveyors and Architects are not required to provide a QMS systems Certificate.
Change of circumstances
- you become insolvent;
- you close your business;
- you lose your licence; and
- you are unable to maintain insurance for cladding work.
If any of the above events occur you will be removed from the register.
Application process
Upon receipt of your application, the iCBR Cladding team will:
- send you an email confirmation acknowledging receipt
- assess your application and supporting documentation
- advise you of the application outcome within 21 days.
Ensure you go through the following steps to complete your application online.
- Open the online application form.
- Complete all sections included in the application form.
- Attach individual resumes for all key personnel providing services.
- Upload your organisational structure if you are not prequalified with the ACT Government
- All applicants seeking to be on the Register as a builder must be prequalified with the ACT Government.
- Refer to the application checklist to confirm you have supplied all documents.
- Submit your application.
Ensure you go through the following steps to complete a paper application.
- Request a paper application by emailing claddingprogram@act.gov.au
- Complete all sections included in the form.
- Ensure any attachments you include with your application are limited to 10mb.
- Attach individual resumes for all key personnel providing services.
- Include your organisational structure if you are not prequalified with the ACT Government
- All applicants seeking to be on the Register as a builder must be prequalified with the ACT Government.
- Refer to page 9-10 in the paper application to confirm you have supplied all documents.
- Print, sign and email your application to claddingprogram@act.gov.au.

Listing of details
Suppliers what are successful in their application are eligible for inclusion in the register.
The following information will be included in the register:
- company name
- category
- financial level
- contact person
- contact phone number
- contact address
- website address
- email address.
Removal from the register
Suppliers on the register who are unable to take new inquiries or accept new work can request removal from the register. This can either be permanent or temporary. To change your status, you will need to contact the iCBR Cladding Team. After long absences from the register, you may be required to submit updated certifications.
