Access to digital telecommunications is vital to our social and economic participation.
Australian digital inclusion index
This measure shows the ACT’s Australian Digital Inclusion Index (ADII) score.
The ADII measures digital inclusion across three areas:
- access
- affordability
- digital ability.
This helps us to understand the challenges some people have using technology. This may be related to:
- accessing networks
- costs of devices or data
- skills and literacies.
In 2024 the ACT scored above the national average for all areas.
The ACT’s ADII score of 79.5 is the highest of Australia’s eight states and territories. This means the ACT is the most digitally inclusive jurisdiction in Australia.
The ACT Government’s Digital Strategy recognises that not all people in our community get equal benefit from advances in digital technology. By changing the way we design and deliver services, we can work towards making Canberra an even more digitally inclusive city.

Technical notes
The Australian Digital Inclusion Index (ADII) is built on detailed, nationally representative survey data that is collected biennially. It combines scores for levels of access, affordability, and digital ability to create a single index.
A change to the methodology used to assess affordability means only data from 2024 onwards is comparable, and therefore only these results are presented for this area and the overall index.
